New Jersey Lottery Moves Courier Services to Three-Year Registration Cycle
The New Jersey Lottery’s amended rules replace annual courier registration renewals with three-year terms and phase existing renewals according to initial licensing order.
New Jersey has replaced annual registration renewals for lottery courier services with a three-year cycle, changing how registered services maintain authorization to operate under the New Jersey Lottery. The rule change took effect September 8, 2026, and includes a staggered schedule for existing courier services.
The New Jersey Lottery Commission adopted the amendments on August 14, 2026. They were filed without change as R.2026 d.101 and revise N.J.A.C. 17:20-2.1 and N.J.A.C. 17:20-12.7.
The central change is the length of the registration term. Courier service registration now lasts three years instead of one year. Renewal applications must also be submitted on a triennial basis, replacing the previous annual renewal schedule.
The revised rules do not move every existing courier service to the same renewal date. Instead, renewals are staggered according to the order in which the services were initially licensed. That structure establishes separate dates for the first, second, and later licensed courier services.
The second licensed courier service is scheduled to renew on July 1, 2028. The third and subsequent licensed courier services are scheduled to renew on July 1, 2027. The first licensed courier service is scheduled to renew on July 1, 2029.
Those dates create the initial transition schedule for courier services already registered under the New Jersey Lottery. After that first staggered cycle, each courier service will renew every three years after its previous renewal date.
The staggered approach means the renewal schedule will be distributed across different dates rather than resetting all existing registrations at once. The order of initial licensing determines which of the three initial renewal dates applies to an existing courier service.
The amendments also define how long a registration remains in force. A courier registration continues until it expires, is suspended or revoked, or the Lottery receives the courier service’s written resignation.
The Division of State Lottery said annual registration was no longer necessary based on its experience regulating courier services. The Division cited the infrequency of substantial changes among the services and the reporting requirements that already apply to them.
Those reporting requirements remain part of the regulatory framework as the registration period becomes longer. The Lottery’s explanation for the change connected the three-year term to the limited frequency of substantial changes and to the information provided through existing reporting obligations.
The rulemaking received comments from Lotto.com and Jackpocket, LLC. Both organizations were identified in the adoption materials as commenters on the amendments.
The New Jersey Department of the Treasury lists the amendments under the rulemaking authority of the Division of State Lottery. The adoption notice also states that a federal standards analysis was not required.
The effective rule therefore changes the timing of courier registration renewals without eliminating the circumstances that can end a registration before the scheduled renewal date. Registrations remain subject to expiration, suspension, revocation, or written resignation, while future renewals follow the three-year cycle established by the amended rules.
