WATERTOWN, New York (WWNY) - Investigators say the deadly fire at the No Dogs Left Behind operation in the town of Canton was accidental. They ruled a fan placed near a kerosene heater caught fire. There were no smoke alarms and 44 dogs died in the blaze:This should not have happened.
